This month marks the 40th Anniversary for Dorsch Ford Lincoln Mercury, a company that has been a significant part of the Green Bay Community since 1970and has seen amazing growth during that time period. In those 40 years, Dorsch Ford Lincoln Mercury has sold over 100,000 vehicles to residents of Northeast Wisconsin.

In those 40 years, Dorsch Ford KIA Lincoln Mercury has sold over 100,000 vehicles to residents of Northeast Wisconsin.

The accomplishments of Dorsch Ford KIA Lincoln Mercury have also made a difference within Green Bay and the surrounding communities. TOKYO -- Japan has opened the country's cash-for-clunkers stimulus plan to U.S. brand vehicles, bowing to American pressure in a move that could boost Detroit 3 sales here.

Small-volume U.S. imports now can qualify for the program if the vehicles meet Japan's 2010 emissions standards. The cars had been excluded because they are imported under a preferred-handling process that doesn't test for compliance with Japanese fuel economy standards.

Under a change to the system enacted today, those cars will be allowed to use their EPA mileage ratings to qualify for Japan's program, Japan's Ministry of Economy, Trade and Industry said in a statement.

While the policy change helps U.S. carmakers, the victory is more symbolic than economic.

The Detroit 3 import only about 2,000 vehicles a year under the preferred-handling system. And less than 40 percent of those are thought to have mileage exceeding Japan's 2010 rating, an official at Japan's Transportation Ministry said.

"The government would like to expand the option for achieving an environmentally friendly society while stimulating the economy," he said.

The change in the Japanese program amounts to a sales boost of roughly 700 cars, he estimated. Models now qualifying include the Ford Escape, Cadillac CTS and Chrysler Grand Voyager, he said.

Outrage in Congress


The exclusion of U.S. brands from Japan's incentive program sparked outrage in the United States, where Japanese automakers were big winners in that country's clunker program.

Japanese automakers sold 319,342 vehicles under the U.S. clunkers program last year, almost half of the roughly 677,000 vehicles purchased.

This month, Sen. Debbie Stabenow, D-Mich., introduced a bill that would have required continuing negotiations between the U.S. trade representative and the Japanese until Japan's cash-for-clunkers program is opened to U.S. automakers.

If the Japanese had not yielded, the bill would have called for the U.S. trade representative to consider filing a lawsuit alleging violations of World Trade Organization rules.

The Transportation Ministry official said his government opened the program so more cars would qualify and thereby maximize the impact of the intended economic stimulus.

Minuscule savings

A U.S. car's EPA miles-per-gallon rating will be converted directly into a kilometers-per-liter rating. If that rating exceeds Japan's 2010 emissions standards, the car qualifies.

Japan's cash-for-clunkers plan pays ¥250,000 ($2,752) to buyers who trade in cars that are at least 13 years old for vehicles that meet Japan's 2010 emissions standards. Buyers with no trade-in get $1,100 if their purchase beats Japan's 2010 emissions standards by 15 percent or more.

Japan's preferred-handling procedure was introduced in 1986, at the request of the U.S. government, to encourage the import of vehicles whose annual volume is 2,000 units or fewer. It permits those vehicles to be sold in Japan without being tested under the country's 10-15 mode emissions assessment, which uses different methods than the EPA tests.

Sales of U.S. cars in Japan are minuscule.

Chevrolet sold only 748 vehicles in Japan during 2009, down 13 percent from a year earlier, according to the Japan Automobile Importers Association. Dodge sold 1,267 units and Cadillac moved 1,017, while the Ford brand topped the list of Detroit players with sales of 3,049.

Overall import sales in Japan were down 19 percent last year to 178,527 units.
